Other nations could take advantage & initiate wars knowing United States cannot formally respond without congressional declaration.
The president could potentially engage in military actions without legislative oversight or approval.
Wars will only occur when other nations attack us first due to lack of initiation capability from Congress side.
There wouldn't be any significant changes as war declarations are rare occurrences in modern times.
